Puhua School (Sekolah 3 Bahasa Putera Harapan) in Purwokerto Becomes the First School in Banyumas Officially Designated as a Disaster Safe Education Unit (SPAB)


Purwokerto, Friday, July 25, 2025 – Sekolah Tiga Bahasa Putera Harapan (Puhua School) Purwokerto has made history in the field of education and disaster preparedness in Banyumas Regency. For the first time, a private educational institution has been officially designated as a Disaster-Safe Educational Unit (SPAB) by the Banyumas Regional Disaster Management Agency (BPBD). The designation ceremony was led by BPBD Head Budi Nugroho, S.STP., M.Si., and held on Friday, July 25, 2025, at the Puhua School campus. The SPAB designation covers all school levels—from KB-TK to SD, SMP, and SMA.

This milestone is the result of a thorough process that began in June 2025, involving technical observations, multi-stakeholder Focus Group Discussions (FGDs), disaster risk analysis using BNPB’s INARISK (Indonesia Risk Assessment), the formation of a School Disaster Response Team, and earthquake simulation and disaster mitigation education for all school members, including KBTK students.

“This is a significant moment. Puhua is the first school in Banyumas to be officially designated as SPAB. It’s not just about having disaster-resistant buildings, but about cultivating awareness, capability, and preparedness within the school community to face potential disasters,” said Budi Nugroho in his remarks. 

Puhua School successfully met the SPAB indicators as stipulated in the Regulation of the Secretary General/Persesjen of the Ministry of Education, Culture, Research, and Technology Number 6 of 2023, among others:

• Formation of School Disaster Response Team

• Penyusu  nan Standar Operasional Prosedur (SOP) darurat

• Mapping of evacuation routes and gathering points

• Procurement of emergency response equipment such as sirens, fire extinguishers, and evacuation signs

• Periodic simulations by students and teachers

• Integration of disaster education into the curriculum

During the earlier FGD sessions, it was revealed that Puhua School—located in the heart of Purwokerto—is situated in an area vulnerable to earthquakes with intensities ranging from V to VIII MMI, extreme weather, and structural risks associated with multi-story buildings. As a result, a comprehensive safety audit was conducted, including the installation of protective fencing, clearly marked evacuation routes, and reinforced stairway and classroom designs. Chairman of the Putera Harapan Foundation, Dr. Yudi Sutanto, expressed his appreciation for the guidance provided by BPBD Banyumas and emphasized that these improvements offer a safer and more comfortable learning environment for the entire school community.

“We believe that building a disaster-safe culture is part of a sustainable educational investment. It is not just about physical protection, but also about instilling resilience and empathy in future generations,” said Yudi Sutanto in his official statement.

As a follow-up, the SPAB of the 3 Language School of Putera Harapan (Puhua School) will undergo annual monitoring and evaluation and will continue periodic training and simulations, including the development of intramural and extracurricular materials based on disaster risk reduction (DRR) in collaboration with 3 Principals from these 3 school units ranging from Early Years, Primary School, and Secondary School.

With this inauguration, Puhua School not only becomes a pioneer of SPAB in Banyumas but also a model of cross-sector collaboration between schools, local government, and the community to realize a resilient and adaptive education system in the face of disaster threats.
